Jasper Welch

Jasper Welch, NBIA CEOJasper Welch is an experienced entrepreneur, business incubator manager, thought leader, strategic thinker, team leader and public speaker. He directed the San Juan College Enterprise Center, a mixed-use incubation program in Farmington, N.M., for 12 years. A longtime NBIA member, the Enterprise Center was featured in NBIA’s 2010 publication, Best Practices in Action, Revised 2nd Edition. Jasper also serves on the board of the Rocky Mountain Incubation Collaborative and has been a frequent presenter at events sponsored by the National Business Incubation Association and the International Economic Development Council.

In addition to his background in business incubation, Jasper has received training and certifications in business planning, personnel assessments, quality management and local governance. Jasper has diverse experience in the fields of printing, office supplies, advertising, retail, coworking and management consulting. He has served as a twice-elected council member on the Durango, Colo., City Council, including two one-year terms as mayor. In the nonprofit sector, Jasper has served as a local chamber executive and as a volunteer on local boards. Most recently, he co-founded DurangoSpace, the first coworking facility in micropolitan western Colorado.

Jasper has been self-employed full- or part-time since 1983, including executive roles in the printing business, Web and social media, management consulting, coworking and marketing arenas. He began his management consulting firm, Four Corners Management Systems, in 1991. For more than 20 years, Four Corners Management Systems has provided consulting services to businesses, individuals, government agencies and nonprofit organizations. Jasper also serves as a member of E>P, an economic development think tank in Farmington, N.M., and has provided consulting services to 4 Corners Economic Development, an economic development organization also based in Farmington, N.M.

In addition, Jasper is a certified AchieveGlobal trainer and a certified NxLeveL entrepreneurial trainer. He served for 10 years as an outside director with Stoneage Tools, was a board member with Fast Track Communications (2002-10), and has provided staff support to the Durango Business Improvement District (1999-2010). Jasper recently wrote an article, “The Power of Collaboration: Supporting Entrepreneurs,” which was published in the Fall 2012 issue of IEDC’s Economic Development Journal. The article, highlighting programming and strategic initiatives that an economic development organization can offer to support entrepreneurship, includes a discussion of business incubators, business accelerators and coworking spaces.

As a member of Toastmasters International (ATM-Bronze), he is an active public speaker, facilitator, executive coach and entrepreneurial trainer.
